Lighthouse Sites

Toledo | Zanesville | Cleveland | Lima | West Union

To meet the Goals of the GEAR UP grant, Ohio will use the Ohio College Access Network (OCAN) to implement a comprehensive menu of best practices, developed through Ohio's successful 1999 GEAR UP state project, at additional sites and to raise statewide awareness about those practices. With assistance from eight local OCAN programs and the two sites that piloted Ohio's model programs, middle/junior high schools and high schools in eight high-poverty communities will become GEAR UP lighthouse schools, demonstrating comprehensive strategies for increasing college participation and success. Located in eight geographically dispersed sites, Ohio's lighthouses will show other schools and communities the benefits of a comprehensive approach. Also, through its work with the lighthouse schools, OCAN will improve the capacity of its 34 existing college access programs to guide and encourage more extensive services. Below is a list of the lighthouse sites:

  • Clark: Springfield Higher Education Partnership – Small Urban
  • Franklin: I KNOW I CAN – Urban

  • Lucas: Northwest Ohio College Access Program – Urban
  • Muskingum: Scholarship Central - Rural

The 2005 GEAR UP State Grant Program will include two GEAR UP Technical Assistance Directors. These Directors will be provided by the Cleveland and Ironton GEAR UP Model Programs that administer the current Ohio GEAR UP State Program. These current GEAR UP program staff persons have directed or coordinated the successful implementation of GEAR UP programs at their respective sites for six years and can be instrumental in advising the new OCAN GEAR UP Directors as they establish, implement, and monitor GEAR UP services at the lighthouse sites.

Toledo
Chosen as one of GEAR UP's lighthouse sites, Lucas County is committed to providing various academic enrichment programs.  Among these include in-school tutoring, OGT preparation, summer enrichment, ACT tutoring, and classroom presentations on study skills, time management, and career interests.  In adition they offer multiple advising opportunities regarding career assessment, FAFSA preparation, college searches, and campus tours.

The Muskingum County GEAR UP Lighthouse site’s mission is to increase the number of low-income students who are prepared to enter and succeed in postsecondary education.

The federal GEAR UP program provides six-year grants to states and partnerships to provide services at high-poverty middle and high schools. GEAR UP in Muskingum County serves sixth through eighth graders at Grover Cleveland Middle School and all grades at Zanesville High School. Student progress will be tracked from the first contact to the completion of a postsecondary degree.

The Muskingum County GEAR UP Lighthouse site in Zanesville, Ohio is administered by the Muskingum County Community Foundation through Scholarship Central Access Program. Scholarship Central Access Program, a Governor's Initiative Program, is a college access program designed to serve all students in Muskingum County.

Cleveland
GOAL—The primary goal of GEAR UP is to ensure that students are prepared for, pursue, and succeed in postsecondary education.  Postsecondary education may include a four-year university or college, two-year college, technical college, or a specialized training program.

Students will have the opportunity to:

  • Develop a postsecondary educational plan
  • Explore goal setting as it relates to the connection between self awareness, academics, postsecondary education and career choices
  • Develop college awareness and career awareness
  • Develop an understanding of financial aid for postsecondary education
  • Increase their awareness of Cleveland Scholarship Programs’ services, including financial aid and scholarships
  • Participate in special activities, such as a “celebration of learning” and college field trips and mentoring

BACKGROUND— Through a six-year federal grant awarded to the Ohio College Access Network, the Ohio Board of Regents, and the Ohio Department of Education in 2005, CSP will be providing GEAR UP services to all students at Westwood Junior High School and Elyria High School in the Elyria City School District. The Elyria City School District was selected as one of eight “lighthouse” sites throughout the state of Ohio.

MISSION STATEMENT—The mission of Cleveland Scholarship Programs is to provide educational opportunity and support workforce development for Greater Cleveland through a broad range of financial aid and advisory programs.

Lima
The Lima/Allen County College Access Program was one of eight sites in the state of Ohio to receive a Lighthouse GEAR UP Grant to assist Lima South Middle School and Lima Senior Campus.  The Lighthouse Grant will provide $285,000 per year for six years to assist students and parents at Lima South and Lima Senior with academic and college preparation and readiness.  Professional development for the staff and curriculum alignment is also provided with this grant.

West Union
The West Union Gear Up Program is facilitated through the Junior and Senior High.  Students in grades 7-12 are located in one facility.  The program is emphasizing academic enrichment, community involvement and parent education.  Through the Gear UP site students will develop a greater understanding of the academic requirements, financial aid and the opportunities to participate in higher education.  Two staff members serve the site.
